If the network is available, then the communication should be equivalent to LoRaWAN. We have customers using LoRaWAN with tens of thousands of devices and have met reliability problems.
NB-IoT does not support mobile devices well. And the device has to rejoin the network if it roams across different base stations or if the vehicle moves too fast.
Also, please confirm whether NB-IoT or LTE-M is available along the way. The network coverage is not as good as 4G (including Cat-1) in general. The LoRaWAN network can be deployed by ourselves.
